The Roadmap is a classical case of &quot;institutionalization&quot;, i.e., turning an informal process (Moore&#039;s Law) and turning into a formal one with commitees, goals, timelines, etc. It is true that at the beginning of new industrial epochs, the historically remembered events tend to be unexpected start-ups outside of the mainstream, e.g., Ford Motor in Detroit in 1903 or the silicon technology cluster in Palo Alto in 1958. They, however, existed within well co-ordinated industrial systems that allowed them the capitalization to rapidly grow.
