For all we know of North Korea & its leaders & the threat they pose to world peace, why would we even consider helping out the North with this new science. But never mind all that , South Korea is in such fear of the North that they don't want to do anything that will upset the North. Actions speak louder than words & so far North Korea will use this technology to blackmail the world, sell it to the highest bidder, & use it for their own advantage.
